Was dragon really a higher in world government?

 There are many possibilities that dragon was a higher up in marine like admirals  or  a guard to celestial dragon, many people are saying that he could be gaurd of imu sama but remember  when sabo said that the throne which should be empty someone is seating there he was shocked  after hearing that, it means that the guard  of imu sama or  celestial dragon off the charts.

The second  possibility is that garp influence him to become marine  this can happen  after becoming a admiral and raising  his ranks faster then his father and slowly observing  the cruelty of celestial  dragon he went Rouge ( this is just theory so failing  is pretty  big possibility)

And the third which I got from our boss  

tavora-kun  which was he gets all this info from garp and the formation of sword was his idea same goes for this possibility 😅  it could be fail.
